Effluvia is a rooftop bar and lounge in Vice City, and the setting of the Extended Look’s second job. Jason and Lucia drive over in a classic convertible to meet Brian Heder and his wife Lori. The meeting is short, and it ends with Brian taking Jason out to the balcony alone.
The Extended Look scene
| Time | What happens | Song |
|---|---|---|
| 9:49 | The drive to Effluvia, with the car radio on | Captain and Tennille, “But I Think It’s a Dream” |
| 10:39 | The meeting on the roof | Prefab Sprout, “Cars and Girls” |
| 12:25 | Back on the road after Jason and Brian’s talk | !!! featuring Meah Pace, “Off the Grid” |
Brian has work, but the client wants only one of them. Engadget’s recap says the two briefly discuss who takes it before Lucia stands up and leaves the job to Jason; the gta.wiki synopsis simply has Brian take Jason to the balcony alone. reported On the balcony, Brian tells a story from his childhood that ends in a warning: you gotta know when to get off. Timestamps are approximate, matched to the song cues in the official video; the Extended Look breakdown has every scene. official
Why the scene matters
Brian and Lori live in the Leonida Keys, where Brian runs his boat yard and houses Jason rent-free. Effluvia brings them up to the city, and it is the first scene where work pulls Jason and Lucia in different directions. It is also the video’s quietest stretch: a drive, the radio, a drink and a short talk about which of them takes the job. Previews say that kind of shared downtime is what the relationship system is built around.
Where it is
Sources disagree. Community wikis place Effluvia in Ocean Beach, on the barrier island community trackers call Vice Beach. Engadget described it as a glitzy rooftop bar in downtown Vice City, and SVG simply says Vice City. The fan-identified model stood on Lincoln Road in South Beach, which supports the Ocean Beach reading. reported
Real-world inspiration and the name
Community wikis match Effluvia to Juvia, a rooftop restaurant and lounge at 1111 Lincoln Road in Miami Beach that closed in 2023. rumor
The name is the joke. Effluvia is the plural of effluvium, a foul smell or waste given off by something. Calling a rooftop hotspot “fumes” is in line with Rockstar’s brand names from Cluckin’ Bell to Lifeinvader. That reading is ours; Rockstar has not explained it.
Still unknown
- Whether you can drop in for a drink outside the mission; see how interiors work.
- What Brian’s one-person job is.
- Whether the Effluvia meeting comes before or after the other Extended Look jobs in the story.
