Vice's roundup of the TGG and TroisCouleurs previews puts it plainly: safehouses cannot be purchased because they unlock through the story, while garages can be bought to increase vehicle storage. GTABase, a fan database, words it the same way in its recap: safehouses unlock "strictly via story progression" as living situations change across chapters. reported
The safehouses shown so far
Rob Nelson told Famitsu that the story moves chapter by chapter and the hideouts change with it. He compared them to the camps in Red Dead Redemption 2: both characters have routines there, and whichever one you are not controlling follows their own schedule. reported Two homes have been shown.

What you do at a safehouse
Safehouses are more than a save point, going by the previews. reported

- Cut your hair shorter at home; growing it back needs a barber (Vice).
- Sleep, which previews say affects how fast your stats regenerate.

Garages
Garages are the property you actually buy. Previews say they are spread across Leonida and expand how many personal vehicles you can keep, and Rob Nelson told Famitsu you have room for only three early in the game. reported Rockstar's June 24 press copy, as TheSixthAxis reprinted it, says that "like all personal garages in Leonida" the edition garages come with a weapon locker for your loadout and a secure place to deposit stolen goods for the local Fence. reported The shorter text on rockstargames.com today gives both edition garages a weapon locker and "a secure place to deposit stolen goods to be fenced." official That makes a garage part of the robbery loop: drop the duffel bag, then sell through a fence. Garages also matter for stolen cars. Previews say you can register a stolen street car as your own by paying a fee, and Rob Nelson told Famitsu that happens at Pay 'n' Spray, where you can check the cost in advance.
